The Journal of the 18th was read and approved.

PETITIONS, MEMORIALS AND OTHER PAPERS.

Mr. Collins, presented a petition of F. C. Golds-
borough and 24 other citizens of Talbot county, oppos-
ing the disfranchisement of the negroes owning prop-
erty, but favoring it for all others and especially those
having book learning.

Which was read and referred to the Committee on
Constitutional Amendments.

Mr. Stump, presented a petition from the tax payers
league of Allegany county against the restriction of
suffrage.

Which was read and referred to the Committee on
Constitutional Amendments.

ORDERS.

On motion of Mr. Carroll, it was
Ordered, That Mr. Andrew be excused from this
week's session on account of sickness.

On motion of Mr. Wilkinson, it was
Ordered, That Mr. Buckler be excused from to-day's
session.

On motion of Mr. Lansdale, it was
Ordered, That Mr. Williams be excused on account
of sickness.

On motion of Mr. Lock, it was

Ordered, That Messrs. Bald, Godwin, Henkel, Mil-
ler and Pairo be excused from to-day's session on ac-
count of important business.

On motion of Mr. Hall, it was

Ordered, That Messrs. Durham, Becker, Evans, Lip-
man, Bouchet, Morrison, Orem, Trager and Grant be
excused from to-day's session on account of business.

On motion of Mr. Bennett, it was
Ordered, That Messrs. Hearn and Messick be ex-
