We recommend that the Speaker be authorized to
appoint from time to time, such additional clerks,
assistant engrossing clerks, and other committee clerks
and such employees as 'may be found necessary, for
the prompt and efficient discharge of business of the
House, and for the care and custody of the rotunda,
committee rooms and corridors of the House of Dele-
gates.

We recommend that the Speaker be authorized to
assign and re-assign the clerks and employees of the
House from time to time, as their capacity and effiici-
ency may justify and indicate, and that he may be
given power to suspend any employee from duty with-
out pay, for neglect of duty or other misconduct, in
his discretion.
