Riggs before the Bar of the House.

Which was read and referred to the Committee on
Claims.

The Speaker presented the following:

OFFICE SECRETARY OF STATE,

Annapolis, Md., February 15, 1904.
Hon, George Y. Everhart,

Speaker of the House of Delegates.
Sir :—The Governor directs me to transmit herewith
a copy of President Roosevelt's reply to his communi-
cation enclosing certified copy of Joint Resolution of
the General Assembly of Maryland requesting him to
transport Federal troops to Baltimore. Maryland, for
duty in connection with the recent fire.

February 12th, 1904.
Sir:

I am in receipt of the following resolutions of the
Legislature of the State of Maryland, duly certified by
the Secretary of State of the State of Maryland, and
authenticated by your signature as Governor thereof:

JOINT RESOLUTION.

"A Joint Resolution requesting the the President of
the United States to direct the Secretary of War to
despatch United States troops to Baltimore city.

"Whereas, An exigency has occurred by reason of
a great conflagration in the city of Baltimore, which
makes it desirable that troops shall be placed on
guard around the burnt district in the said city. and

"Whereas, The police force of the said city and the
available military force of .the State have become ex-
hausted by reason of long continued and arduous ser-
vice,
