Whereas, The said passes were taken np by the
troops in Baltimore under orders of Brigadier General
Lawrason Riggs, and admission through the fire-lines
was denied to the Members of the House of Delegates;

Therefore, be it resolved. That the action of Brig-
adier-General Riggs, in taking up and refusing to
recognize the passes of His Excellency, Governor War-
field, Commander-in-chief of States troops, be con-
demned as an unwarranted discourtesy to the Mem-
bers of this House and to His Excellency, the Gover-
nor of Maryland.

That Brigadier-General Riggs be directed to come
before this Body at noon, February 11, 1904, and ex-
plain his conduct, and that the Sergeant-at-Arms of
this House be directed to issue a summons to Brig-
adier-General Riggs.

And that a copy of these resolutions be sent to said
Brigadier-General Lawrason Riggs.

On motion of Mr. Stump it was moved to lay the
motion to reconsider on the table.

A vote was called for, and the motion was lost by
yeas and nays as follows :
