A bill entitled "An Act requiring the Baltimore &
Ohio Railroad Company, a body corporate to keep a
flagman stationed at the crossing of said railroad over
the county road at Lime Kiln in Frederick county.

Which was read a first time and referred to the
Committee on Corporations.
By Mr. Hopkins,

A bill entitled "An Act to repeal sections 207-214,
of Article 10, of the Code of Public Local Laws, title
'Dorchester county,' sub-title, 'Liquors and Intoxi-
cating Drinks.' "

Which was read a first time and referred to the
Dorchester delegation.

The Secretary of State appeared, and delivered the
following message from the Executive:

EXECUTIVE DEPARTMENT,

ANNAPOLIS, MD , February 10th, 1904.
To the General Assembly of Maryland:

The situation in Baltimore city, resulting from the
great fire, will certainly call for some emergency legis-
lation. In order to secure concert of action I consider
it expedient that I be authorized to appoint an unpaid
commission to advise upon legislation as may be
deemed requisite.

Such commission would take into consideration all
pressing needs of the community, and receive sugges-
tions from any persons who may have recommenda-
tions to make.

By tnis means carefully considered legislation will
be submitted to the General Assembly for its action.
I, therefore, submit a bill authorizing me ,to name four
persons, who, with the Attorney-General, shall con-
stitute such commission.
