such proof of qualification us may be required by law,
or shall wilfully omit to challenge any one whom he
knows or suspects is not entitled to vote, and who has
not been challenged, or who shall wilfully refuse to
open or show the ballot boxes empty prior to the
opening of the polls, and if any judge of said primary
election who shall make, sign, publish or deliver any
false tally or certificate entrusted to his care and cus-
tody, shall upon conviction thereof be adjudged guilty
of a misdemeanor and shall be punished by imprison-
ment in the county jail for not less than thirty days,
nor more than one year.

"Sec. 19. Any person who shall give away to
any person or persons in said Montgomery county
on the day of holding said primary elections is
herein provided, any intoxicating liquor, shall, upon
indictment and conviction, be fined not less than
fifty dollars nor more than two hundred dollars, to-
gether with the costs of prosecution for each offense;
and in default of the immediate payment of said fine
and costs shall be committed to the House of Correc-
tion for the period of six months; one-half of the fine
which may be imposed as aforesaid shall be paid to
the informer and one-half be paid to the County Com-
missioners for said county.

"Sec. 20. The provisions of the aforegoing Act shall
not apply to any primary held by either of said politi-
cal parties for the selection of delegates to congres-
sional, judicial or state conventions, or conventions
called to nominate candidates for other offices than
those referred to in this Act.

"Sec. 21. All the expenses incurred in carrying out
the provisions of this Act shall be paid by the County
Commissioners upon bills therefor duly approved by
said Board of Election Supervisors, but each candi-
date for nomination for public office at a primary elec-
tion shall pay the sum of twenty-five dollars, and each
delegation to a nominating convention shall pay the
sum of ten dollars to the Supervisor of Elections at
least fifteen days prior to the date of said primary,
and the said Board of Supervisors of Election shall pay
