Article 3 of the Code of Public Local Laws of the
State of Maryland, title 'Baltimore County,' sub-title
'County Commissioners,' by adding an additional sec-
tion thereto, prohibiting the County Commissioners of
Baltimore county from granting franchises in rights in
violation to the public highways of said county to
any person or corporation engaged in production of
electricity, unless such person or corporation shall,
have been previously .authorized by the General As-
sembly of Maryland, to produce, sell and distribute
electricity in Baltimore county."
