If this bill becomes a law it will prevent the Court
of Appeals from passing upon the question of the valid-
ity of the grant to Mr. Schreiber, and will make that
grant binding by Legislative enactment.

I think it wrong, except under extraordinary circum-
stances, for the Legislature to pass laws to affect special
cases pending in the Courts. It should be left to the
Court to decide the controversies before them, with-
out Legislative interference.

If this bill should become a law, it would be a bad
precedent and would be against a sound public policy.
