Said bill was then sent to the Senate.

Mr. Goslin submitted the following message:
BY THE HOUSE OF DELEGATES.

February 2, 1904.
Gentlemen of the Senate:

We respectfully propose, with the concurrence of
your Honorable Body, that all bills and leaves to in-
troduce bills, to refund money erroneously paid into
the treasury, be referred to the Committee on Ways
and Means, and the Committee on Finance of the re-
spective honses, and that the Committee be and they
are hereby instructed to report on March 17th, 1904,
a general bill embracing all such bills and leaves, ex-
cept where there is a special reason for more speedy
action, in which case separate bills may be intro-
duced.

B. L. SMITH,

Chief Clerk.

Which was read, assented too and sent to the
Senate.

The Secretary of the Senate appeared and delivered
