REPORT:

We, the undersigned, seven members of the Com-
mittee on Chesapeake Bay and Tributaries, desire to
present a minority report on the action of the said
committee in reporting unfavorably to this Honorable
Body the Act popularly known as "The Haman Bill."

Believing the said bill to be the most feasible and
practicable one yet presented to this body for the pro-
tection and preservation of the oyster industry of this
State, and which will save to its people this most val-
uable mine of wealth; and further, firmly and consci-
entiously believing that those who are now most vig-
orously opposing this bill will utimately derive the
most benefit therefrom; we therefore beg leave to dis-
sent from the action taken by a majority of the said
committee, and suggest that the bill, with the amend-
ments as herewith submitted, be substituted for the
unfavorable report.
