State are fully exacting, in fact, what public service
corporation created by this body has ever submitted
to the reasonable restrictions imposed, while enjoying
to the limit all privileges granted?

Consider your railroad companies, these public
highways that with the same hand offer us inadequate
service, demand unreasonable rates therefore; and so
it is with all public service corporations, mere crea-
tures of this body that they are, they acquire every
privilege that the cunning of their attorneys can de-
vise and the unblushing effrontery of their projectors
demand and in return, are guilty of furnishing poor
service at high rates.

Who has ever heard of a street car company giving
every passenger a seat and charging less than the legal
limit for a ride, or of paying its fair share of the taxes ?
Who has ever heard of a gas company furnishing good
gas at less than the highest legal rate, or of paying its
fair share of taxes ? And so it is all down the line

Gentlemen of this body, the watermen of the Chesa-
peake say to you "Control the creatures you have al-
ready legislated into existence. Show your good faith
by controlling for the public weal the quasi-public
monstrosities that were conceived in former sessions
of this body and which in their grasp for gain, stint
labor and throttle industry, and then with cleansed
hands and no suspicion of ulterior motive, come to us,
and we will willingly say in the beautiful and expres-
sive language of Holy writ, "Ask and it shall be given,
seek and ye shall find," the brave, hardy and generous
watermen ever ready to concede any point for the
public welfare.

amendments, section 46 of Article 72. of the Code of
Public General Laws, title 'Oysters,' sub-title 'Locat-
ing Oyster Lots."

Which was read the first time and referred to the
Committee on Chesapeake Bay and Tributaries.
