Treasurer in a special fund, separate and apart from all
other moneys in the State Treasury, to be known as the
"Open Pit Mining Reclamation Fund, " and shall be used
by the Bureau of Mines for the sole purpose of foresting
or reclaiming land affected by open pit mining of bituminous
coal or fire clay, and for such purposes are hereby specifi-
cally appropriated to the Bureau of Mines, funds received
from the forfeiture of bonds which shall be expended by the
Bureau upon lands situated in the county in which the
operation upon which liability was charged on the bond is
located, and the money in said fund to be spent at the dis-
cretion of the Director for backfilling or planting.

192. If any provision, clause, sentence, or section of this
sub-title shall be declared to be invalid or in violation of any
provision of the State or Federal Constitution the remainder
of said sub-title shall stand and be effective notwithstanding.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of public health and safety, and hav-
ing been passed upon by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 17.
(Senate Bill 21)

AN ACT to authorize the Mayor and City Council of Balti-
more to issue certificates of indebtedness of said corporation
to an amount not exceeding Two Million Five Hundred
Thousand Dollars ($2,500, 000. 00). the proceeds of the same
to be expended for the acquisition, by purchase or con-
demnation of land or property in the City of Baltimore and
establishing, constructing and equipping a modern and
adequate stadium and all facilities and appurtenances nec-
essary or useful in connection with the operation of a
modern stadium on said land or property or on any land
or property now or hereafter owned or controlled by the

Mayor and City Council of Baltimore, or for establishing,
constructing and equipping an entirely new and modern
stadium ami all facilities and appurtenances necessary or
useful in connection with the operation of a modern stadium
on a portion of Venable Park located in Baltimore City or
for reconstructing, enlarging, extending, improving, reno-
