SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and
having been passed upon a yea and nay vote supported by
three-fifths (3/5) of the members elected to each of the two
Houses of the General Assembly of Maryland, the same shall
take effect from the date of its passage.

CHAPTER 50.
(House Bill 12)

AN ACT to authorize and empower the County Commis-
sioners of Montgomery County to acquire sites for and to
purchase, improve, alter, enlarge, construct, equip and
operate buildings and institutions in Montgomery County
to promote the general public health and welfare of the
people of Montgomery County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That in addition to its corporate powers heretofore
granted, the Board of County Commissioners of Montgomery
County be, and it is hereby, authorized and empowered to
acquire and operate by purchase, gift, devise or bequest,
sites for the necessary buildings, and to so acquire, con-
struct and operate by purchase or otherwise, buildings and
equipment necessary to the operation of a hospital or hos-
pitals, general health clinics or other institutions for the
promotion of the general health and welfare of the people
of Montgomery County, and may contract or covenant with
the Government of the United States and of the State of
Maryland, and with any commission, board, district or au-
thority and with any person, firm or corporation for the
purpose of carrying out the powers conferred by this Act,
including the method of financing in whole or in part the
projects authorized in this Act.

SEC. 2. And be it further enacted, That in order to carry
out the powers and authority herein granted, the said Coun-
ty Commissioners may issue all or any part of the bonds
authorized for general construction by Chapter 835 of the
Laws of Maryland, 1947.

SEC. 3. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the-
immediate preservation of the public health and safety and
having been passed upon by yea and nay vote, supported by
