for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.

(House Bill 7)
AN ACT to repeal and re-enact, with amendments, Section 5
of Chapter 694 of the Acts of the General Assembly at the
Regular Session in the year 1947, to amend in certain par-
ticulars the purposes for which the proceeds from the
General Construction Loan of 1947 may be expended.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 5 of Chapter 694 of the Acts of the General
Assembly at the Regular Session in the year 1947, be and
the same hereby is repealed and re-enacted, with amendments,
to read as follows:
5. That the actual cash proceeds of the sale of the Certifi-
cates of Indebtedness to be issued under this Act shall be
paid to the Treasurer of the State upon the warrant of the
Comptroller and such proceeds shall be used exclusively for
the following purposes, to wit:
The Comptroller shall immediately, upon the sale of and
payment for said certificates, first, return to and credit the
Treasury for a sum equivalent to the amount expended as
provided for in Section 4 of this Act; the remainder of the
proceeds of said loan shall be credited on the books of the
State Treasury Department, to be expended as needed by the
State, upon approval by the Board of Public Works for the
following needs, purposes and projects:
