an extent as shall be deemed sufficient to accomplish
the works, to enlarge the capital stock of said company,
and receive subscription on the original terms, as before
provided for in the second, third and fourth sections of
this act; and it may be lawful for the stockholders, in
general meeting as herein provided for, to authorise the
said president and managers to borrow money for the
purposes of the road, and to pledge or mortgage the said
road and its revenues as a security therefor, if to the said
president and managers such loan shall be deemed advisable
to accomplish the purposes of this act of incorporation.

     SEC. 18.  And be it enacted, That the company
shall cause mile stones to be placed at the side of said
road, beginning at the distance of one mile from the
southern end of the road, and extending thence to the
end of the road, whereon shall be worked in plain,
legible characters, the number of miles which each
stone is distant from the town of Knoxville; and
if any one shall wilfully destroy said mile stone or deface
the same, or shall, without the permission of the acting
superintendents of the said road, throw out upon the road
and suffer to remain for the space of one day any mud,
dirt or rubbish of any kind, such person being convicted
thereof by the evidence of one or more credible witnesses
and disinterested ones, before any justice of the
peace of the county, he or she shall be judged by the
said justices to pay a fine not exceeding ten dollars, to
be recovered with costs.

     SEC. 19.  And be it enacted, That all wagoners and
drivers of carriages of all kinds, whether of burden or
pleasure, using the said road shall, except when passing
by a carriage of slower draught, keep their horses and
carriages to the right hand of said road, in the passing
direction, leaving the other side of the road free and
clear for other carriages to pass and re-pass, and if any
driver shall offend against this provision, he shall forfeit
and pay not exceeding ten dollars to any one who
shall be obstructed in his passage, and will warrant for
the same, to be recovered with costs before any justice
of the peace in the same manner debts under ten dollars
are recoverable; and all fines and forfeitures imposed
by this act, not exceeding thirty dollars, shall be recoverable
before any magistrate in the same manner as
debts under ten dollars are recoverable.

     SEC. 20.  And be it enacted, That the president and
managers of said company shall keep a just and full
account of all monies received by their respective toll
gathers at their several and respective gates on said road,
