SEC. 13. And be it enacted,
That the said company
shall have power to erect bridges over all waters crossing
said road, and may enter upon and take all lands
and materials necessary for the construction of said
bridges; Provided, nevertheless, that the president and
managers of said company may agree with the owner
or owners for the purchase of the same, and in case they
shall not be able to agree with the owners, or if the
owner should be a feme covert, non compos mentis,
or under age, the president shall then proceed in the
manner directed by the tenth section of this act, and all
appropriations of lands and materials for the construction
of said bridges, shall be subject to the same restrictions
specified in the tenth section aforesaid.

SEC. 14. And be it enacted,
That the said company
having perfected said road, or such parts thereof
from time to time, as aforesaid, it shall and may be
lawful for them to appoint such and so many toll-gatherers
as they shall deem proper to collect and receive
from any person or persons using said road, the tolls
and rates per mile, following, to wit: that is to say, for
every space of ten miles in length of the said road, the
following sums of money, and so in proportion for any
greater or lesser distance, or for any greater or lesser
number of sheep, hogs or cattle, to wit: for every score
of sheep, one-eighth of a dollar; for every score of hogs,
one-eighth of a dollar; for every score of cattle, one-fourth
of a dollar; for every horse and his rider, or led
horse, one-sixteenth of a dollar; for every chair or
chaise, with one horse and two wheels, one-eighth of a
dollar; for every chariot, coach, sleigh, phæton or chaise,
with two horses and four wheels, one-quarter of a dollar;
for either of the carriages last mentioned with four
horses, three-eighths of a dollar; for every other carriage
of pleasure, under whatsoever name it may go the
like sums, according to the number of wheels and
horses drawing the same; for every cart or wagon,
whose wheels do not exceed the breadth of four inches,
one-eighth of a dollar for each horse drawing the same;
for every cart or wagon whose wheels do not exceed in
breadth four inches, and not exceeding seven inches,
one sixteenth of a dollar for every horse drawing the
same.

SEC. 15. And be it enacted,
That the president and
managers of said company, shall keep a fair and just
account of all monies received by them from said
commissioners, and from the subscribers to the said
road, on account of the several subscriptions, and
also all money expended by them in the prosecution of
