nominate and appoint three skilful and judicious persons
to review and examine the same, and report to
him, in writing, whether the said road is so far executed
in a masterly and workmanlike manner, according to
the true intent and meaning of this act, and if their
reports shall be in the affirmative, then the Governor
shall, by license under his hand and seal of the State,
permit the said president, managers and company, to
erect such and so many gates upon and across the said
road, as will be necessary and sufficient to collect the
tolls and duties hereinafter granted to said company,
from all persons travelling on the same with horses,
cattle, wagons, carts and carriages.
     Power to
erect bridges.



Proviso.
     SEC. 12.  And be it enacted, That the said company
shall have power to erect bridges over all waters crossing
the said road, and may enter upon and take all
land and materials necessary for the construction of said
bridges; Provided nevertheless, that the president and
managers of said company may agree with the owners
for the purchase of the same, and in case they shall not
be able to agree with the owners, or if the owner should
be a feme covert, non compos mentis, or under age,
the president shall then proceed in the manner directed
by the ninth section of this act, and all appropriations
of lands or materials for the construction of said bridges,
shall be subject to the same restrictions specified in the
ninth section.
     Toll gatherers.









Provisoes.
     SEC. 13.  And be it enacted, That the said company,
having perfected the said road aforesaid, and the same
being examined, approved and licensed in manner
aforesaid, it shall and may be lawful for them to appoint
such and so many toll gatherers as they shall think
proper, to collect and receive of or from any person or
persons using said road, the tolls and rates per mile,
the same to be regulated by the president and managers
of the company; Provided, that the rates and tolls
so regulated shall not exceed those of other roads of
like nature in this State, and to stop any person riding,
leading, or driving any horses, mules, oxen, coaches,
cart, wagon, wain or sled, cattle, hogs, sheep, sulky,
chaise, phæton, or other carriage of pleasure or burthen,
from passing through the said gates, until the tolls for
the said passage shall have been paid; Provided, that
no toll gate shall be erected within one mile from the
taxable limits of Woodsboro', or any town or village
through which said road may pass.
     Rights and
privileges.
     SEC. 14.  And be it enacted, That the said company
shall be, and is hereby clothed and invested as respects
the said road, with all and singular, the rights, privileges,
