     SEC. 7.  And be it enacted, That for the time being,
and until directors are chosen by the shareholders, John
Swann, Gustav. W. Lurman and Jacob G. Davies, or
a majority of them, may organize and act as directors
of the said company, and that this act shall take effect
from the day of its passage.

     SEC. 8.  And be it enacted, That nothing herein
contained shall be construed to give to the said company
banking privileges; and the Legislature reserves the
right, at all times, to alter, amend or repeal the charter
hereby created.

                           CHAPTER 167.

AN ACT to extend the powers of the President and
              Commissioners of the town of Elkton.



     Passed May
6, 1853.
     SECTION 1.  Be it enacted by the General Assembly
of Maryland,
That the president and commissioners of
the town of Elkton, are hereby authorised to determine
and establish the limits of the said town, and to extend
the same if they deem it expedient; and they are
hereby required to file with the clerk of the circuit
court of Cecil county, a description of the boundaries
by them established by virtue of this act, which shall
thereafter be deemed a record of the boundaries of said
town.

     SEC. 2.  And be it enacted, That the said president
and commissioners shall have power to establish the
limits and width of the streets of said town, and to remove
all obstructions therein; and also, with the consent
of two-thirds of the owners of the property, through
which they may pass, to open new streets, lanes and
alleys.

     SEC. 3.  And be it enacted, That the said president
and commissioners, in opening and laying out any new
street, lane or alley, authorised by this act as aforesaid,
shall have the right, if they cannot agree with the owner
or owners of any land or property wanted to enable
them to open or lay out such street, lane or alley, for
the purchase, use or occupation of the same, or if the
owner or owners or any of them, be a feme covert, under
age, non compos mentis or out of Cecil county,
application may be made to any justice of the peace
