CHAPTER 199.
A supplement to the act, entitled, An act to prevent free negroes from
selling any corn, wheat or tobacco without having a
licence for that
purpose, from a justice of the peace. |

Sec. 1. Be it enacted by the General Assembly
of Maryland,
That from and after the first day of May next, it shall not be
lawful for any person to purchase of any free negro or mulatto,
any quantity of tobacco in transfer or parcels, under the penalty
of one hundred dollars for every such offence, to be recovered
by indictment in the county court of the county where such
person purchasing the same may reside, one half shall go to the
informer, and the other half to the county, unless the free negro
or mulatto, selling the same shall, at the time of offering the said
tobacco for sale, produce a certificate from a justice of the peace
of the county, certifying the quantity and quality thereof. |

2. And be it enacted, That no justice
of the peace shall give
any certificate to any free negro or mulatto, unless the said free
negro or mulatto, (as the case may be,) shall prove by one or
more respectable citizens of the neighbourhood where he, she, or
they may reside, that the tobacco was made by such free negro
or mulatto, or honestly required. |

3. And be it enacted, That it shall
and may be lawful for the
justices of the peace, granting such certificates to charge and receive
for the same, the sum of twenty-five cents. |

CHAPTER 200.
An act to incorporate the Susquehannah and Patapsco Canal Company. |

books. |
SEC. 1. Be it enacted by the General Assembly
of Maryland,
That William Patterson, William Lorman, John McKim, Solomon
Wtting, Charles S. Sewell, William Stewart, Isaac McKim,
George Winchester, John Hollins, John Patterson, James L.
Hawkins, William Gilmor, Benjamin C. Howard, David Burke,
Alexander C. Bullit, John S. Tyson, James McCulloh and
John Archer, be, and they are hereby appointed commissioners,
and they, or a majority of them shall cause books to be opened
at such times and places as they may deem advisable, for the
purpose of receiving subscriptions to the capital stock of the
company hereinafter incorporated; notice having been given as
the said commissioners may deem expedient, of the times and
places of opening the said books, and to continue the said books
open from time to time, so long and as often as they shall find
necessary to complete such subscription. |

2. And be it enacted, That the capital
stock of the said company
shall be two millions five hundred thousand dollars, in
shares of one hundred dollars each; and the corporation of the
