of the board of commissioners of public free schools for said
district, and drawn to the order of some person or persons
named therein, expressly for value received; and it shall be
the duty of the commissioners of public free schools of said
district, to hold meetings as often as may to them appear necessary,
and at least once a month, to consider the business
committed to their care, and inspect the schools established by
their orders; they shall also have a fair written journal of their
proceedings kept by their secretary, who shall likewise keep a
detailed account of their drafts upon the treasurer of the levy
court, that printed abstracts from both may be made and submitted,
as they are hereby required to be, by the president and
secretary of the commissioners of public free schools for examination
by the voters of the district, at the time and place
of holding annual elections in said district; and it shall be the
duty of commissioners of public free schools, to provide for a
public examination of schools, established by their order, at
least once in each and every year. |

4. And be it enacted, That whenever
a formal, written requisition,
signed by a majority of the commissioners of public
free schools of the first election district of Baltimore county,
shall have been presented to the judges of the levy court of
said county, praying the said court to raise a specified sum for
the support of public free schools within said district, it shall
be, and it is hereby made the duty of the judges aforesaid, to
levy a tax for that purpose upon the property and income of
persons within said district, as they may be hereafter assessed,
and to have the same collected, as other taxes are, so as to yield
or nett the amount specified and required by the commissioners
as aforesaid; Provided, That the whole tax levied for the
support of public free schools upon said election district, shall
not be more than one hundred cents per annum, on every thousand
dollars of the actual value of property lying or being
therein, nor exceed two per cent per annum, on the income of
persons living within such district, not otherwise taxable, and
for the better ascertaining the income of persons who may become
subject to this income tax, it is hereby enacted, that all
persons who shall in future be appointed to assess property for
this purpose in said district, shall register every white male citizen
therein, of the age of twenty one years and upwards, and
rate or consider him as enjoying and possessed of a yearly income;
if he be a common laborer, manufacturer, or not otherwise
herein denominated, to the amount of fifty dollars; if he
be a journeyman, manufacturer or mechanic, a clerk, or an overseer
on less than one thousand acres of land, to the amount of
one hundred dollars; and if he be a master mechanic, superintendant
manufacturer, or overseer on one thousand acres of
land or upwards, a storekeeper, or keeper of an ordinary, then
to the amount of one hundred and fifty dollars; and persons
not included in either of the foregoing enumerations, nor subject
to be taxed on property of the value of three thousand |
