On motion of Mr McCullough, it was
Ordered, That Senators Dixon and Palmer be ex-
cused from absence from to-night's session
Which was adopted.
On motion of Mr. Gadd, it was
Ordered, That the Committee on Claims pay to W,
M. Holladay the sum of ten dollars ($10) for printing
caids for Senator's desks and signs for committee
rooms, and two hundred copies of Senate roll calls.
Which was read and referred to the Committee on
Finance (heieaftei to be appointed)

Mr Robinson submitted the following message:
BY THE SENATE,
January 18th, 1904,
Gentlemen of the House of Delegates,
Inasmuch as this General Assembly is the Legisla-
ture which has been chosen next, preceding the expira-
tion of the time foi which the Hon. Louis E. McComasr-
was elected Senator to represent this State in the Con-
gress of the United States; and inasmuch as Tuesday,
January 19ch, 1904, will be the second Tuesday after
the meeting and organizations of the Legislature at its-
January session, 1904, we propose, with the concur-
rence of yonr Honorable Body, to pioceed at the hour
of 12 o'clock, meridian, on that day, to the election of
a Senator in the Congress of the United States for this
State, for the term of six years, from March 4th, 1905,
to succeed the Hon. Louis E. McComas, whose term
will on the last mentioned date expire; also, that such
election shall be conducted in the following manner
as presciibed by chapter 1, of title 2, of the Revised
Statutes of the United States, in such case made and
provided, to-wit: The Senate and House of Delegates
shall, each in their respective chambers, openly, at
the time aforesaid, by a viva voce vote, by each mem-
ber present, name one person f or such Senator, and the
name of the person so voted for who receives a ma-
jority of the whole number of votes cast in each House,.
