The institution should have additional heating ap-
paratus and more power, as the capacity of the present
heating and power plant is inadequate for the growing
needs of the building.
Adequate provision should also be made for a sure
and uninterrupted supply of water.
Many necessary improvements have been made at
the House of Correction, and the Superintendent and
Board of Managers have conducted the institution with
great skill and rare judgment.
THE STATE LIBRARY.
The State Library has recently been moved into new
quarters, which entailed considerable labor and some,
extra expense.
The Library has grown constantly, the books are
systematically arranged and the conduct of the Lib-
rary is exceptionally good.
WORK OF THE FISH COMMISSIONERS.
During the past two years the Fish Commissioners
have been more successful in the propagation of white
and yellow perch, shad, bass and trout fry than in
previous years.
Many millions of these valuable fish have been plant-
ed in the streams of the State.
The work of the State Fish Commissioners has at-
tracted the attention of and has been favorably com-
mented upon by the United States Fish Commission,
and that department sent its specialists on fish culture
to Maryland to observe the work being done and the
methods employed by our commission.
The hatching of shad, one of our most important
food fish, and the distribution of fry during the sea-
son of 1902 was the best in the history of the commis-
sion. The season of 1903, owing to the exceedingly
unfavorable weather conditions was not nearly so good,
but our success compared favorably with the results
secured by other seaboard states and by the United
States Government Hatchery.
A large number of brook trout and large mouth
black bass have been secured and planted in the various
rivers of the eastern and western shores.
