Said bill was then sent to the House of Delegates.
The Chief Clerk of the House of Delegates appeared
and delivered the following message:
BY THE HOUSE OF DELEGATES,
February 2nd, 1904.
Gentlemen of the Senate :
We respectfully propose, with the concurrence of
your Honorable Body, that all bills and leaves to in-
troduce bills, to refund money erroneously .paid into
the Treasury, be referred to the Committee on; Ways
and Means and the Committee on Finance, of the re-
spective Houses, and that the Committee be and they
are hereby instructed to report on March 17th, 1904,
a general bill embracing all such bills and leaves, ex-
cept where there is a special; reason for more, speedy
action, in which case separate bills may be introduced.
