PETITIONS, MEMORIALS AND OTHER PAPERS.
The President of the Senate laid before the Senate
the following, to-wit:
The resolution of the Real Estate Exchange of Bal-
timore city
RESOLUTIONS.
1. Resolved, That the Real Estate Exchange of Bal-
timore city is heartily in favor of a sewerage system
for this city.
2. That it has carefully considered the bill pre-
pared by the City Solicitor, and deems all the provi-
sions of said bill satisfactory, except "section 8," or
any part of section, wherein it gives the Mayor and
City Council the right to charge sewer rentals.
3. That it is opposed to the above named section of
said bill for the reason, among many others, that a
sewerage system is for the health and benefit of the
general public, and the public should, therefore, be
made to pay for same, which can only be done by
general taxation.
4. That if the bill prepared by the City Solicitor be
amended by striking out the section relating to sewer-
age rentals, and in its place is substituted a section
"providing for the entire cost of construction and
maintenance by general taxation," this exchange will
endorse and work for the passage of such bill. But
this exchange is opposed to, and will do all in its
power to defeat, both in the Legislature and before
the people, any bill that proposes to charge, or gives
the Mayor and City Council the right to charge, sewer
rentals.

Ordered, That Senator Palmer be excused from at-
tendance at this, session.
On motion of Mr. Brewington, it was
Ordered, That the Finance Committee of the Senate
be, and is hereby directed to confer with the Ways
