Also, the memorial of 157 oystermen and persons
engaged in the oyster business, citizens of Somerset
county, against the repeal of the Somerset county
planting law.
Also, the memorial of 60 citizens of Somerset county,
residing in Crisfield District and engaged in catching
oysters, praying that the oyster packers in Crisfield
be required by law to collect and pay to the general
oyster measurer the fees allowed by law.
Which were read, and referred to the Committee on
Chesapeake Hay and its Tributaries.

ion upon the three following questions:
1st. When the seat of a member of the Senate is
contested, and pending said contest, and after the
Committee on Elections of the Senate has presented its
report on said contest and before any action has been
taken on said report by the Senate, the contestee or
sitting member dies, is it within the power of the
President of the Senate, under the provisions of
section 13, article 3, of the Constitution, to issue his
warrant for a new election to till the seat of the de-
ceased member until after the Senate has finally dis-
posed of said contest?
2. Is it within the constitutional power of the Presi-
dent of the Senate when, under section 13, of Article
3, of the Consti tution, it becomes his duty to issue his
warrant to fill a vacancy in the Senate caused by the
