MONDAY, February 29th, 1892.
Senate met at 8 P. M.

In the absence of the President the Senate was
called to order by the Secretary.

Prayer by the Rev. Mr. Steele.

After which the Secretary informed the Senate that
the President was absent from the seat of govern-
ment.

The Senate proceeded to the election of a President
pro tem.

Mr. Hubner nominated Hon. John Walter Smith.
The motion being put by the Secretary,

Hon. John Walter Smith was declared elected Presi-
dent pro tem. and took the Chair.

The President directed the Clerk to call the roll,
when the following Senators answered to their names:

Messrs. Austin, Dawson, Getty, Hayes, Hepbron,
Hubner, Moss, Pearre, Robinson, Seibert, Smith,
Waters, Wirt, Wootton—14.

ORDERS.

Mr. Hayes submitted the following:

Ordered by the Senate, That the Honorable, the
Attorney-General of the State of Maryland, in com-
pliance with the requirements of section 3, of Article
5, of the Constitution, which provides among other
things as to the duties of the Attorney-General: "And
he shall give his opinion in writing, whenever re-
quired by the General Assembly, or either branch
thereof, " be and he is hereby respectfully requested
to furnish the Senate, at his earliest convenience, in
writing, his opinion upon the following questions:

1. When the seat of a member of the Senate is con-
