election had been held in St, Leonard's Precinct, that
the majority of contestee outside of this precent would
not have been overcome by the majority for contestant
in said precinct. It therefore not appearing to your
committee that the result of the official returns as ac
cepted and received by the Governor, in the matter
of the election of State Senator from Calvert county
would be so changed by the ordering of a new election
as to elect contestant; the committee does not feel
justified in recommending that the Senate order a new
election.
The committee would recommend the adoption by
the Senate of the following resolutions:
Resolved, that Joseph F. Talbott, on the 3rd of
November, 1891, was elected Senator from Calvert
county, for the term of four years from first Wed-
nesday in January, 1892, and is entitled to the seat
in the Senate from Calvert county now filled by him
for said term.
Resolved, that the petition and memorial of Samuel
R. Bird, asking to have awarded to him the seat in
the Senate now filled by Joseph F. Talbott, be dis-
allowed and his petition dismissed.

Mr. Brown, from the Committee on Judicial Pro-
ceedings, reported favorably the following bills:
Senate bill entitled an Act to empower the State's
Attorney for Baltimore county, upon order of the Cir
cuit Court for said county, to file a criminal informa-
tion.
Senate bill entitled an Act to repeal and re-enact
with amendments section 25, of Article 20, of the Code
of Public General Laws, title "Constables, " sub-title
"Police Duties of Constables. "
