Mr. Hayes, from a Select Committee, reported fav-
orably,

House bill entitled an Act to provide for au equitable
adjustment between vendor and vendee, in case of
default when sales are made on the installment plan.

Which was read the second time.

Mr. Toadvin, from a Select Committee, reported
unfavorably, the following bills:

Senate bill entitled an Act to amend section 35, of
Article 3, of the Constitution of Maryland, title
"Legislative Department."

Which was adopted.

House bill entitled an Act to repeal and re-enact
with amendments section 7, of Article—, of the Code
of Public Local Laws, entitled "Wicomico and
Worcester Counties," sub-title "Birds and Game."

Which was adopted.

Said bill was then returned to the House of Dele-
gates.

A messenger from the Executive appeared and de-
livered the following message:

STATE OF MARYLAND,

EXECUTIVE DEPARTMENT,

Annapolis, April 4th, 1892.
Gentlemen of the Senate :

I respectfully return, without my approval, Senate
bill number two hundred and fourteen.

By this bill it is proposed to appropriate the sum
of five thousand dollars to erect a monument in the
city of Baltimore to the memory of the Maryland
patriots of the revolutionary war.

Owing to the condition of the treasury, and the
number of appropriations that have been passed this
session, it is necessary for me to withhold my signa-
ture from those that are not absolutely necessary.
