On motion by Mr. Waters,

The rules were suspended, so as to give a second;
reading to said bill, by yeas and nays, as follows:

AFFIRMATIVE.

Said bill was then read the second time, and ordered
to be engrossed for a third reading.

Mr. Hayes, from the Joint Committee, submitted
the following

REPORT:.
To the Honorable, the

Senate and House of Delegates:
The Joint Conference Committee appointed by the
Senate and the House of Delegates to take into con-
sideration the disagreeing votes of the two Bodies on
the Senate amendment to House bill entitled an
Act to provide for the general valuation and assess-
ment of property in this State, after a full and free
conference, would respectfully report that they have
been unable to agree and hence request that they be
discharged.

All of which is respectfully submitted,
