amend article twenty-one of the Code of Public Local

Laws, entitled Washington county," by amending and re-

enacting certain sections, and adding thereto further sec-

tions, and to re-enact the same with amendments so as to

elect the Councilmen of Hagerstown by the voters in the

respective wards of said town, and to authorize the jus-

tices of the peace to enforce the ordinances relative to

crimes and punishments, and to enact the following in

lieu thereof, in revision of the Charter of Hagerstown,
