finance committee of said City Council in making

up the annual levy ; and immediately thereafter the

clerk shall advertise for one week in the daily papers

of the city for bids to furnish said supplies and tools,

or to make such repairs, said bids to be opened by

the award shall be made of such contracts to the

lowest responsible bidders therefor; provided that

such lowest bid shall be considered reasonable by

56m. The Mayor and each member of the City

are elected, be possessed of all the qualifications ren-

dering them eligible to be elected, and if any one of
|

them during the term for which he was elected shall
|
 
|
fail to retain all the qualifications necessary to render
him eligible to election, he shall forfeit such office,
|
 
|
and a new election to fill the vacancy caused thereby
shall be immediately ordered by the City Council, and
if the said Council shall neglect or refuse to order the
|
 
|
same, then any tax-paying citizen of said city, being
|
 
|
a legal voter therein, may file a petition in the Circuit
|
 
|
