Council with his approval or disapproval within six

days after the passage thereof by said Council, then

such ordinance, resolution or order shall be taken
|

and considered as approved by him, and shall be as
|
 
|
valid and binding as if actually so approved ; and

|
the passage of all ordinances and of all resolutions
|
 
|
or orders for the appropriation of money shall be

sage of said ordinances and the contents thereof in

43, The Mayor and City Council shall have power

to provide for the laying out, opening or extending

streets, &c.

of any street or alley within the city, which in their
|
 
|
opinion the public welfare or convenience may re-
|
 
|
quire ; to provide for ascertaining whether any and
|
 
|
what amount in value of damage will be caused

thereby, for which the owner or possessor of any
|
 
|
property through which said street or alley-way may
|
 
|
pass ought to be compensated, by the appointment of
|
 
|
commissioners to assess the same ; to provide for as-
|
 
|
sessing and levying, either generally on the whole
|
 
|
assessable property within the city, or specially on
|
 
|
the property of persons benefited, the whole or any
|
 
|
part of the damages and expenses which will be in-
|
 
|
curred in laying out or extending such street or
|
 
|
alley, and grading the same ; to provide for collect-
|
 
|
ing and paying the compensation awarded to any
|
 
|
person before any street shall be opened or extended,
|
 
|
and to enact all ordinances from time to time neces-
|
 
|
sary or proper to the exercise of the powers granted
|
 
|
in this section ; provided that before they shall pro-
|
 
|
ceed to execute any of the powers vested in them
