for the violation of any rules, ordinances, regulations and by-laws be made in the name of the Commis-
sioners of Laurel against offending parties, and all
fines recovered in such suits at law for the breach
of any rule, ordinance, regulation or by-law of the corporation, before any justice of the peace for Prince George's county, shall be collected by said justice of
the peace and paid over to the treasurer of said cor-
poration within three months after the collection of
the same, and the said justice of the peace shall
render an account to the commissioners every three
months, or oftener if required, the amount so re-
ceived by him.
SEC. 53. And be it enacted, That the said commis-
sioners shall have power to appoint annually a super-	Appoint su-

commissioners, or a majority of them, and such
other duties as they may prescribe, and the said com-
missioners may allow him such compensation for his
