All fines imposed by any ordinance may be collected
|
 
|
in the name of the " Mayor and City Council of
|
 
|
Havre-de-Grace," before a justice of the peace, simi-
|
 
|
lar to the mode of collecting small debts, and the
|
 
|
delinquent shall stand committed to the county jail
until the same is paid, with costs. The sheriff of
|
 
|
Harford county shall receive and safely keep in the
|
 
|
jail of said county for breach or violation of any of
|
 
|
the ordinances of said city, according to the tenor of
|
 
|
the commitment, and in the same manner and under
|
 
|
the same regulations as persons committed for the
|
 
|
violation of the laws of this State ; and the bailiff of
|

said city, or his deputies, shall have power to arrest
|

violating any of the ordinances or disturbing the
|

public peace, and confine them in the "Lock-up"

until such time as he can, without unreasonable de-

SEC. 36. And be it enacted, That the said Mayor
|
 
|
and City Council may borrow, on the faith and
|

credit of the corporation, any sum of money not ex-

ceeding five thousand dollars, and may issue bonds
|
 
|
for the same, bearing the regular legal interest of
|
 
|
this State, and in such sums not less than twenty
|
 
|
dollars, and payable at such times as the said corpor-
|
 
|
ation may direct ; but they shall not issue any note,
|
 
|
token or evidence of debt to be used as currency.

|
SEC. 37. And be it enacted, That it shall be the
|
 
|
duty of the treasurer, after first having filed such
|

all moneys, bonds, notes, and all other securities be-

longing to said city. He shall make a statement of

the condition of the finances of said city to the
|

Mayor and City Council whenever called upon to

do so. He shall pay out no money above the sum

of twenty dollars, without an order from the City
|
 
|
Council, approved by the Mayor. He shall have
|
 
|
power to pay accounts, notes or such bills as may be
|
 
|
rendered against the city, in sums of less than twenty
|
 
|
dollars, when such accounts, notes or bills have been
|
 
|
inspected by the Mayor, and ordered by him to be
|
 
|
paid.
