SEC. 6. And be it enacted, That the said treas-
urer, after having duly qualified as hereinbefore pro-
vided for, shall have power and authority, and it shall

SEC. 7. And be it enacted, That every collector of

receive for State or county taxes, or be answer-
able for by law, at such time as the law shall direct,
