for building a school house in Hagerstown, in election
district No. 21 in said county, and to levy a tax for,

House bill entitled an Act to repeal sections 3 to 16,
both inclusive of the Acts of 1888, chapter 295, en-
titled an Act to incorporate the town of Hampstead,
Carroll county.
