Whereas, The special local interests of Baltimore
city may be seriously injured by the rigid enforce-
ment of tax laws that may seem to be beneficial to the
counties; and
Whereas, The local tax rate for the support of
Municipal Government is much greater than the
general tax rate for State purposes; and
Whereas, the present tax laws and the proposed
reassessment laws make no distinction in taxation be-
tween different kinds of property, but require both
the State and City tax rates to fall equally upon all
kinds of property within the city of Baltimore; and
Whereas, A much greater revenue can be had both
for State and city purposes if a lighter local tax rate
be imposed upon certain forms of personal property
or improvements of real estate; therefore, be it
Resolved by the Mayor and City Council of Balti-
more, That in the name of the people of Baltimore,
they respectfully request the General Assembly of
the State, that said bill be amended so as to permit
the Mayor and City Council of Baltimore by ordinance,
to such extent as may seem to them expedient, to
exempt any species of personal property, or improve-
ments to real estate, from taxation for city purposes;
provided, that all taxes shall be uniform throughout
the city of Baltimore upon the same kind or species
of property; and provided further, that no such or-
dinance shall be operative until ratified by a vote of
the people of said city, 10 be taken at the next general
election, and if so ratified by the people, shall not be
liable to be repealed until the ordinance repealing the
same shall have been ratified by the people of said
city at a general election.

zens of St. Mary's county, in favor of high license for
said county.
