Mr. Meredith submitted the following proposed
amendment:
AMENDMENT PROPOSED.
Strike out all of section 231 B, after the word "tri-
bunal," in line 8.
Mr. Fitzgerald submitted the following proposed
amendment to the proposed amendment:
Amend the proposed amendment by writing the
figure "9" for the figure "8," and the word "fare"
for the word "tribunal."
Which was adopted.
Said proposed amendment as amended was then
adopted.
Mr. Sams submitted the following proposed amend-
ment :

Strike out the whole of section 2.
Which was adopted.
Said bill, as amended, was then read a second time
and ordered to be engrossed for a third reading.
Mr. Collins submitted the following message :
BY THE HOUSE OF DELEGATES,
January 27th, 1892.
Gentlemen of the Senate :
We propose, with the concurrence of your Honora-
ble Body, the appointment of a Joint Select Com-
mittee, to consist of two on the part of the House, and
one on the part of the Senate, to visit an institution
or factory where binder cord, is manufactured, and
collect all the facts relating thereto as to the costs of
machinery, &c., and report to the Legislature as to
the advisability of establishing it in the Maryland
Penitentiary, as recommended by Governor E- E.
Jackson in his recent message.
We have appointed on the part of the House, Messrs.
Collins and Garner.
