UNFINISHED BUSINESS.
The House considered Unfinished Business being the
consideration of proposed Senate amendments of
March 23, to
House bill entitled an Act to provide for the general
valuation and assessment of property of this State.
Mr. Berret submitted the following message:

Gentlemen of the Senate :
We have received from your Honorable Body,
House bill entitled nn Act to provide for the general
valuation and assessment of property in this State,
with amendments, and non-concur therein.
We herewith return said bill..

To the Honorable Members
of the Maryland Legislature.
GENTLEMEN:—Two years ago Ex-Governor Jackson
refused to sign an Assessment Bill passed by the
Legislature, being influenced at the Carrollton Hotel
by a committee of sixteen of Baltimore's most wealthy
citizens. Their wealth being of an invisible character,
which would have been placed upon a reasonable
basis of taxation. That element is still with us: they
walk, drive and enjoy well-paved and lighted high
