drawing and the mechanic arts, have now un-
suitable and unsatisfactory accommodations. A
good gymnasium, drill hall and assembly room, for
public occasions, are much needed. Should the num-
ber of students continue to increase, the time will soon
come when additional room will be essential to the
proper educational work, especially in the way of lab-
oratories for the departments of natural and experi-
mental science.
The Committee believes the. College to be in a gen-
erally good condition and doing good work. It is
better organized, officered, equipped and provided for,
and is offering facilities for a broader and more prac-
tical education than is known or appreciated by the
people of the State, and well deserves a larger patron-
age by the youth of Maryland. Although not required
to do so by law, the trustees have provided one free
scholarship for every Senatorial district in the State,
to be filled by the respective school boards, and pref-
erably by competition among the older pupils of the
public schools.
Recent grants from the Federal government have so
added to the income of this College that it is now well
provided for, so far as the current expenses of its edu-
cational features are concerned. But there are such
legal limitations upon the expenditures of these funds
that the College must still depend upon State aid to
repair and improve the buildings and the farm, pay
taxes and insurance and advertising, publish the re-
ports required by law, sustain the free scholarships
and meet other expenses of administration. A portion
of the old debt also remains unpaid. Your Committee
therefore recommends a continuance of the usual an-
nual appropriation of $6,000 by the State to this Col-
lege, "in order to keep faith with the Federal govern-
ment and fulfill the conditions of its several accepted
grants and to make those funds effective," as stated in
the last message of Governor Jackson.
The College has complied with the requirements of
the last Congressional grant in regard to instruction
"of like character" for colored students, by contract-
ing with the Academy of the Morgan College of Balti-
more, located at Princess Anne, Somerset county, to
