cians, attorneys and others, and


WHEREAS, there is more danger to life and property

from explosions caused by the carelessness or incompetency


of engineers, and


WHEREAS, heretofore no provision has been made by law

requiring engineers to undergo an examination before being


allowed to pursue their avocation, and


WHEREAS, it is deemed a fit subject of legislative action


with a view to the proper protection of life and property

that a law should be enacted by which none but persons of


sobriety and those who are skilled "in the profession of engi-


neers should be allowed to follow such avocation, and


that, to that end a board of examining engineers should be


created whose duty it shall be to examine engineers desir-


ing to run stationary engines, and give such as may possess


the proper requisites a proper certificate of proficiency,


therefore,


SECTION 1. Be it enacted by the General Assembly of


Maryland, That a new article to be known as stationary


engineers, and to be numbered as article 101, be, and the

same is hereby added to the Code of Public General Laws,


whose provisions shall be as follows :


SEC. 2. The Governor shall biennially appoint two engi-


neers who have had not less than ten years' practical

experience in running steam engines, boilers and appliances
pertaining to stationary or portable engines, and who have


been residents of this State for not less than five years next


preceding the date of their appointment, who shall constitute


and be known as the "Board of Examining Engineers." The


parties so appointed before entering on their duties, shall


make oath before a justice of the peace that they will faith-


fully perform their duties of their office without fear, parti -


alty, or favor ; and that they will not during their term of


office accept any money, gift, gratuity or consideration from


any person, and shall give bond to be approved by the


Comptroller of the State, in the sum of three thousand dol-


lars each, for the faithful discharge of their duties, and


before entering on said discharge of their said duties, the


said inspectors shall provide themselves with an office in a


proper location in the city of Baltimore, and shall give


notice by publication for at least five days through the two


daily papers having the largest circulation iu said city, of


the time and manner in which they will make the examina-


tions hereinafter provided for.
