SEC. 12. And be it enacted, That the mayor and council-
|
|
|
|
men shall annually, in the month of June, appoint and
|

qualify a clerk who shall keep the minutes of their pro-

ceedings, which shall be subject to the inspection of all
|
|
|
|
persons interested therein, also a treasurer, who shall give
|
|
|
|
bond and security, and who shall pay moneys only on the
|
|
|
|
order of the mayor and councilmen.
|
|
|
|
SEC. 13. And be it enacted, That they shall annually in
|
|
|
|
the month of June, appoint a bailiff, and such police force

as they may deem necessary for said town, who before
|

entering upon the duties of their office, shall make oath
|
|
|
|
before the mayor, that they will faithfully perform the
|
|
|
|
duties required of them as officers, according to the best of
|
|
|
|
their skill and judgment, without favor, affection or preju-
|
|
|
|
dice, and the bailiff shall give bond and security in such
|
|
|
|
sum as the mayor and councilmen may designate.

|
|
SEC 15. And be it enacted, That the mayor and council-
|
|
|
|
men of Lonaconing, shall have power to pass all ordinances
|

necessary for the good government of the town ; to prevent,
|
|
|
|
remove and abate all nuisances, or obstructions in or upon
|
|
|
|
the streets, highways, lanes or alleys, drains or water courses,
|
|
|
|
or in or upon any lot or lots adjacent thereto ; to remove or
|
|
|
|
cause to be removed houses or other structures that may be
|
|
|
|
dangerous to persons passing along and over any of the
|
|
|
|
highways of the town ; to make reasonable regulations in
|
|
|
|
regard to buildings to be erected in said town and to grant
|
|
|
|
building permits for the same, to make and establish grades
|
|
|
|
upon the streets and highways of the town ; to cause side-
|
|
|
|
walks, kerbs and gutters along the public streets and high-
|
|
|
|
ways of said town to be laid, graded, paved, repaired or
|
|
|
|
improved at the cost and expense of the abutting property
|
.

|
|
or the owner thereof ; to cause the water courses, drains or
|
|
|
|
sewers of the town to be paved, kept in repair and cleansed,
|
|
|
|
to establisli markets and regulate the hours and limits
|
|
|
|
thereof, and the mode of dealing in relation thereto ; to
|
|
|
|
grant licenses for marketable commodities ; to control aud
|
|
|
|
protect the public grounds and property of the town ; to
|
|
|
|
establish and regulate a station house or lock-up for
|
|
|
|
temporary confinement of violators of the laws and ordi-
|
|
|
|
nances of the town ; to suppress vagrancy ; to prohibit or
|
|
|
|
restrain the keeping of bawdy houses or houses of ill-fame
|
|
|
|
within the limits of the town, and to provide for the punish-
|
|
|
|
ment of all persons who shall keep, authorize or suffer to be
|
|
|
|
kept, or shall frequent or visit any such bawdy house or
|
|
|
|
house of ill-fame ; to regulate and provide for the issuing of
|
|
|
|
licenses or permits for all hawking, peddling and vending
|
|
|
|
of wares and merchandise of every description upon the
