In addition to the said general account of geueral pay-


ments, he shall likewise keep separate accounts with


each regiment, battalion and independent company wherein


shall be specified only the money and material actually dis-


tributed to each respective organization. The adjutant-gen-


eral shall make annually, to the Governor, before the first day


of January of each year and likewise to the General Assem-


bly at each session, a detailed itemized report of all sums of


money disbursed by him to the said Maryland National


Guard, from whatever source received specifying the amounts


disbursed for the guard as a whole and to or for each regiment,


battalion and independent company and for what purpose so


paid and he shall likewise publish annually for the infor-


mation of said Maryland National Guard and of the public,


the said reports so by him to be made, as aforesaid. All


commissioned officers of the Maryland National Guard shall


have access at all reasonable times to said accounts and the


commanding officer of the brigade or any regimental, or


battaliou commandant applying through him to the comp-


troller of the State, shall have the right to ascertain from


the books of the State comptroller the amount of disburse-


ments made from time to time, and to whom made, and


upon what warrants the same have been paid.


43. The commanding officers of brigades shall transmit

before making such trausmittal the commandant of brigade


shall require the persons so elected and may require those


appointed to be examined with respect to their qualifica-


tions and fitness to fill the offices to which they have been


elected or appointed, by a board of examiners consisting


for the examination of field officers of regiments and bat-


talions, of three commissioned officers in the brigade above


the rank of captain, to be appointed by the commander of


the brigade, and for the examination of line and other


officers of three commissioned officers of the battalion or


regiment to which they belong, viz : the commanding offi-


cers of such regiment or battalion and two others not lower


than the rank of captain, to be appointed by the command-


ing officer of said regiment or battalion, on the report of


such board of examiners, the commandant of the brigade


shall approve or disapprove of the person elected or


appointed, and state his reasons therefor, in transmitting


the return of the election or appointment, and if the com-


mander-in-chief shall adjudge the person unqualified for


the office, another person shall, within twenty days after
