any of such officers of registration, whom upon inquiry,
|
|
|
|
they Shall find to be unfit or incapable, and to appoint
|
|
|
|
others in their stead possessing the qualifications hereinbe-
|

fore prescribed, the names of all such persons appointed in
|
|
|
|
the place of those who shall be removed, or excused for any
|
|
|
|
cause, from serving shall be immediately published, not less
|
|
|
|
than (twice) in each of the daily newspapers in the City
|
|
|
|
Baltimore whose owners will insert the same for a reason-
|
|
|
|
able compensation and the whole of said officers of legistra-
|
|
|
|
tion shall be finally selected, appointed, and qualified not
|
|
|
|
later than the second Monday in September in each year, so
|
|
|
|
that they may be ready to enter upon the performance of
|
|
|
|
their duties as officers of registration on the third Monday
|
|
|
|
of September of each year as provided by section nine of
|
|
|
|
article thirty -three of the Code of Public General Laws of
|
|
|
|
Maryland as amended by chapter five hundred and seventy-
|
|
|
|
three of the acts of eighteen hundred and ninety.

|
|
Said board shall have power to remove any of said officers
|
|
|
|
of registration for misconduct, inefficiency, or neglect of
|
|
|

tration by death, removal from the city of Baltimore, dis-
|
|
|
|
qualification from any cause, or removal by the board of
|
|
|
|
supervisors of election, shall be promptly filled, and the
|
|
|
|
names of their successors duly published by said board. It
|
|
|
|
shall also be the duty of said board of supervisors of elections,
|
|
|
|
not less than two months before every election to be here-
|
|
|
|
after held in the city of Baltimore, to select three discreet
|
|
|
|
and qualified persons, no one of whom shall hold office or
|
|
|
|
employment under the Government of the United States or
|
|
|
|
of the State of Maryland or of the city of Baltimore, to act
|
|
|
|
as judges of election in each of the voting precincts of said
|
|
|
|
city, two of whom shall always be selected from the two
|
|
|
|
leading political parties of the State, one from each of such
|
|
|

parties. The said persons so selected to act as judges must
|
|
|
|
be men of good repute and character, who can speak, read
|
|
|
|
and write the English language, and are skilled in the four
|
|
|
|
fundamental rules of arithmetic; and they must be of good
|
|
|
|
understanding and capable. They must be also legal resi-
|
|
|
|
dents and voters of the voting precincts for which they are
|
|
|
|
so selected to act as judges. Having selected the said per-
|
|
|
|
sons for appointment as judges, it shall be the duty of the
|
|
|
|
board of supervisors to publish their names once in all the
