SEC. 19. And be it enacted, That all ordinances and

by-laws passed by the council shall be sent to the mayor for


his approval ; he shall return the same to the next meeting


of the council with his approval or disapproval, and any


ordinance or by-law returned by the mayor without his


approval shall not become a law, unless subsequently passed


at a regular meeting of the council by a unanimous vote of


the whole council.


SEC. 20. And be it enacted, That all ordinances and


by-laws heretofore passed by the Commissioners of Poco-

moke City and now in force, and not in conflict with the

until the same are repealed, amended or modified by the


mayor and council ; and all contracts entered into by said


commissioners for the good of said town are hereby ratified


and confirmed and delared to be binding upon said town

SEC. 22. And be it enacted, That the mayor and couucil


shall have charge and control of the lighting of the streets;

SEC. 23. And be it enacted, That all property, both real

of the property of said town whenever and as often as at a


general election in said town a majority of the voters shall

assessment now in force, with such additions and correc-


tions as may be necessary to be made by the couucil to meet


the annual changes therein ; and whenever a reassessment


shall be ordered, as before prescribed, the mayor shall


appoint three taxpayers of said town to be approved by


the council, to value and assess the property of said town,
