of which, exclusive of libraries, and philosophical and chemical,


and other apparatus intended for and in the use of the college,


shall not have an actual annual value of more than ten thousand


dollars, and the same or any part thereof, to dispose of at their


pleasure, and to execute such deed or deeds as may be necessary


therefor, to sue and be sued, plead and be impleaded, but noth-


ing herein contained shall be so construed as to confer any bank-


ing privilege upon the said corporation, or any authority to issue


any note, certificate, device or token to be used as currency; pro-


vided that a majority of said corporators or their successors shall,


at all times, be citizens of the United States.


SEC. 2. And be it enacted, That James Gibbons, archbishop of


Baltimore, and his successors in the see of Baltimore, in the per-

and twenty-three, of article twenty-two, of the Code of Pub-
lic Local Laws of Maryland, title "Washington county," sub-
title "Williamsport," and re-enact the same with amendments.
SECTION 1. Be it enacted by the General Assembly of Maryland,
