return of said judges of election and proclamation of said clerk,


that a majority of all the votes cast as prescribed in the preced-


ing sections in said county, has been cast for the sale of said spiri-


tuous or fermented liquors or alcoholic bitters, the same shall


be sold as allowed under the license laws of this State subject to


the provisions hereinafter mentioned or provided.


SEC. 4. And be it enacted, That if any person or persons, house,


company, association or body corporate shall sell, directly or in-


directly, any spirituous or fermented liquors or alcoholic bitters


within the limits of said county, if a majority of all the votes

by the drink, that such applicant or applicants shall in addition


to the amount to be paid the State of Maryland, pay to the clerk


of the circuit court for Garrett county the further sum of twenty-


five dollars for the use of the public schools of said Garrett county


before any such license shall hp granted, and if any person or


persons, house, corporation, company or association shall open or


keep any oyster house, cook shop or victualing house, or lager


beer saloon, or any other than an ordinary at or in which spirit-


uous or fermented liquors or lager beer may be sold or bartered


in quantities less than a pint at any one time, or by the drink,


that such applicant or applicants shall in addition to the amount


to be paid the State of Maryland, shall also pay to the clerk of


said circuit court the further sum of twenty-five dollars for the


use of said public schools.


SEC. 6. And be it enacted, That no spirituous or fermented


liquors or alcoholic bitters shall be sold in any election district


of said county, except as provided for by section five of this act,


and also upon the following terms : that each and every applicant,


person or persons, house, corporation, company or association,


shall be recommended to said clerk by seven respectable free-
