necessary and proper to the exercise of the powers granted in this


section; provided, that before opening or condemning any street


or alley, at least twenty days' notice shall be given by them of


any application which may be made for the passage of any such


ordinances, by notices posted in at least three public places.


SEC. 219. They may provide for and take care of all persons


suffering from accident, sickness or physical or mental infirmity


and who are unable to take care of themselves, and if deemed


necessary, may send them to the almshouse of Prince George's


county, in which case all expenses so incurred shall be repaid to
