to the mayor and council of snid town within fifteen days after
|
|
|
|
the posting or the last publication of the notice herein required,
|
|
|
|
and said mayor and council are hereby constituted a final board
|
|
|
|
of appeal and equalization of said assessment, and as such are
|
|
|
|
empowered to make such deductions from and additions to the
|
|
|
|
assessments made by the board of assessors as may be reasonable
|
|
|
|
and just and for the purpose of equalization, and they may also
|
|
|
|
remit taxes where the same have been illegally imposed; upon the
|

|
perfection and final completion of the assessment rolls the mayor
|
|
|
|
and council shall levy a tax upon all property embraced therein
|
|
|
|
not exceeding twenty cents per annum per hundred dollars of the
|
|
|
|
valuation thereof, and shall deliver to the treasurer their warrant
|
|
|
|
for the collection thereof and such tax shall thereupon be col-
|
|
|
|
lected as herein provided.
|
|
|
|
SEC. 207. There shall be elected annually in the same manner,
|
|
|
|
and possessing the same qualifications as the mayor, one person
|
|
|
|
as bailiff of said town, whose duty it shall be to preserve the peace
|
|
|
|
and good order of the town, and for this purpose the said bailiff
|

|
is hereby vested with the same powers and authority now pos-
|
|
|
|
sessed by constables under the laws of the State; said bailiff shall
|
|
|
|
take the required oath and enter upon his duties on the second
|
|
|
|
Monday of April of each year.
|
|
|
|
SEC. 208. The bailiff shall have the same fees for making ar-
|
|
|
|
rests and serving process for any violation of any ordinance of
|

the commissioners of Laurel, or mayor and city council, as are
|
|
|
|
allowed constables for similar services, and such further com-
|
|
|
|
pensation as the mayor and city council may think proper.

|
|
|
SEC. 209. The mayor and councilmen and all other officers of
|
|
|
|
the corporation, before entering upon the duties of their office,
|
|
|
|
shall take an oath before a justice of the peace, within the limits
|
|
|
|
of said corporation, that they will diligently and faithfully, to
|

the best of their judgment and ability, discharge the duties of
|
oath.
|
|
|
their office without favor, partiality or prejudice, and shall file
|
|
|
|
the certificate of the officer before whom the same was taken
|
|
|
|
among the records of the corporations.
|
|
|
|
SEC. 210. The clerk and bailiff shall give bond, payable to the
|
|
|
|
mayor and city council, in such penalty and with such security
|
|
|
|
as the mayor and city council shall require, conditioned for the
|

faithful performance of the duties of the office of clerk and bailiff,
|
|
|
|
and the mayor and city council may remove the clerk at pleasure.

|
|
SEC. 211. The mayor and city council may pass ordinances for-
|
|
|
|
bidding any person from carrying fire-arms or other concealed
|
|
|
|
weapons, and such other ordinances not contrary to law, as they
|

may deem proper and beneficial to the town; may restrain and
|
|
|
|
remove nuisances; may contract for lighting said town, and sup-
|
|
|
|
plying said town with water and other means for the preven-
|
|
|
|
tion and extinguishment of fire therein; may open and close
