elected two persons from each ward as councilmen to serve for


two years, and in even numbered years there shall be elected one


person from each ward as councilmen to serve two years; the


said town of Laurel shall be divided into three wards as follows :


ward number one shall embrace all of said town lying westerly

where the westerly line of Church street intersects said limits


running northerly along the westerly Hue of Church street to


Main street, and thence in a straight line by the same course to


the Patuxent river; ward number two shall embrace all of said

point in the southerly limits of said town where the westerly line


of Fourth street intersects it, northerly to Main street along said


line of Fourth street; thence to the westerly side of Race street,


and thence to the Patuxent river by the course of the westerly


line of Eace street; ward number three shall embrace all the


residue of said town lying easterly of the last above mentioned


lines.


SEC. 194. The first election hereunder shall be held at such


places as the present commissioners of Laurel may designate,


after at least ten days' public notice of the same given by them,


and three judges and two clerks thereof shall be designated and


appointed by them in each of said wards ten days prior thereto ;
and at said first election and the elections thereafter, which shall

be held upon notice and under the authority of the mayor and


city council, the polls shall be kept open at such places in each


ward as shall be designated as to the first election by the present


commissioners of Laurel, and thereafter by the mayor and city


council, from two o'clock, p. m., to seven o'clock, p. m., when


they shall be closed and the ballots publicly counted, and the


said judges shall within two days after said election, make a true


and correct return of the same under their hands to be addressed


and transmitted, as to the first election, to the president of the


commissioners and thereafter to the mayor, who shall convene


the commissioners, or mayor and city council, as the case may be,


on the second day after the election to receive the returns of the


same.


SEC. 195. At such meeting of the commissioners or of the


mayor and city council, as the case may be, the returns shall be


opened by the presiding officer, and certificates of election shall

councilmen by having received the highest number of votes, and

SEC. 396. If at any election it shall appear from the returns of
